Associate Director of Center for Biomedical Engineering & Technology (BioMET) and Professor at the University of Maryland School of Medicine. He is an expert in the design, synthesis, and application of molecular probes for monitoring and manipulating physiological function. He has over 120 peer-reviewed publications and holds 7 patents. Most recently, as co-founder, he has developed the novel tritiated compounds that QPS uses in its power sources. He is continuing to develop new tritium carriers and fuel source compounds to increase the power and energy density of the iBAT. 

Two decades of experience of start-up development for numerous types of innovative technology, having analyzed over 6500 companies for investments, strategic alliances, environmental impacts and partnerships. He has extensive experience with direct to investor relations, market plans, and strategic alliances. 

BS in mechanical engineering with a minor in nuclear engineering. MS in mechanical engineering with a focus on robotic systems and electronics. Previous work with the Army Research Lab developing radiation detection sensors and research on radioisotope power generation.  Worked on developing a robotic arm system to assemble a chemical batteries.

Retired Partner, Skadden, Arps, Slate, Meagher & Flom LLP.  Ms. Kao’s practice focused and white collar investigations, international dispute resolution and licensing and franchising.  She was the former head of the US Dispute Resolution & White Collar practice for Skadden’s Asia Pacific office (Based in Hong Kong).  Ms. Kao is the founder of PH2 Square LLC and its affiliated entities which develops, designs and constructs sustainable universal design smart homes.

Served as the Deputy Director for Undersea Acoustic Superiority (NAVSEA SEA05PAS),

responsible for developing advanced technologies, approaches, strategies and assessment

tools necessary to advance the U.S. Navy & acoustic advantage during submarine design,

acquisition and life cycle, and R&D amp; alignment.  Technical Director, submarine stealth integration for Program Executive Officer Submarines and is responsible for steering the technical programs related to stealth development and assessment with oversight of stealth the Roadmap, management of the US Navy’s Submarine signature measurement facilities and lead for Undersea International Projects and Exchange Agreements related to Submarine Acoustic Superiority.
